Overview
This article explains what happens when you add or update records in EveryAction.
Step 1: Adding Records Manually or by Bulk Upload
Before:
A new or updated record is added manually or through Bulk Upload.
What happens:
All new and modified records are sent to VAN Relay.
Relay attempts to match the record to:
- My Campaign
- My Voters (if no My Campaign match is found)
After:
If matched, voter file data is added to the record.
Step 2: Address-Triggered Matching
When a new address is added, Relay attempts matching again during nightly processing.
Step 3: Bulk Upload Edge Cases
If Bulk Upload cannot match:

Relay attempts matching against My Campaign first.

Then searches My Voters—even across states.
⚠️ Important: Matching across states does not grant access to another state’s voter file.
