PayPal Gateway missing transactions to import

In reconciliation, we have found a couple PayPal transactions on the PayPal activity report (that were not declined or refunded) that did not import into EveryAction with the other transactions in the PayPal batch. There is no obvious reason that these would not have imported with the other transactions, except they are the only transactions without an Invoice Number. In general, the invoice number points to the OA form ID.

PayPal could not help me identify the source of this problem or how to correct it. Has anyone else ran into this?
