Bulk upload paper petition signatures as actual online action submissions?

Try as we might to convince folks to use QR codes and complete forms online, a lot of people just want to add their chicken scratch to paper. We usually enter the data into a spreadsheet and do a bulk upload, trying to assign codes so we can associate paper signers with the online submitters but is there a way to bulk upload those signers as submissions to the online action so it shows up in online action reports and when we download signatures to submit public comments they’re all in one place and we’re not manually adding to the spreadsheet after the fact? 

Current case: We have canvassers with individual online action forms and one canvasser lobbied to be able to collect paper signatures and is balking at my request that they enter the written data into their online form, asking if there’s a way to bulk upload instead. My biggest concern, aside from the additional labor that I’d be taking on managing the bulk upload and data mapping, is that we’re introducing more room for error with manual addition of paper signatures for payment (currently we have a customized online action report that shows each canvasser’s weekly totals).

Related case: A while back I asked about being able to embed a petition count without the petition on our website (I got a recommendation but haven’t actually tried it…) but that count wouldn’t be reflective of actual petition signatures since we get so many on paper at events and the accurate number, a saved search for a specific source or activist code, is definitely not something that can be embedded. And does anybody have enough time to manually update things something like that? Nope.
