How would I generate a list of donors who increased their gift this year during the annual campaign as compared to other years?

I think the answer will depend on what “a substantial way” means and what time period you want to compare. To just last year, or multiple years, and how much of an increase? 

This might be too simplistic for what you need to see, but what about running the Contribution Report for the time period in question, and then using Edit Columns to add the Highest Contribution Amount and Highest Contribution Date?

It looks like you could potentially also use Custom Calculated Fields for this purpose, just from a glance at the instructions:
